THURSDAY, SEPTEMBER 8th, 2022 20th DAY OF THE JULY TERM
The Henry County Commission met pursuant to adjournment at the courthouse in Clinton, Missouri.
Those members present were: Jim Stone-Presiding Commissioner, Rick Fosnow-North District Commissioner, Dale Lawler-South District Commissioner, Rick Watson-County Clerk
At 8:59 a.m. Commissioner Stone brought the meeting to order.
The minutes from the Tuesday, September 6th, 2022 meeting were read; Commissioner Lawler made a motion to approve the minutes. Commissioner Fosnow seconded the motion, motion carried.
Commissioner Fosnow shared that the Hwy 52 overpass bridge, just west of Windsor, was closed for replacement construction yesterday about 3:00 pm.
Expenditures from the following were approved to be paid: Employee Benefits, Road and Bridge, ARPA Fund, Buildings and Grounds, Inmate Security, Sheriff Civil Fund, Law Enforcement Fund, 27th Circuit Treatment Court, Capital Schools, Deputy Supplemental Salary Fund, Administrative Handling Fund, County Clerk, Circuit Clerk, Court Administration, Coroner
An abstract of fees collected by the Recorder of Deeds Office from the month of August was reviewed and approved.
The Commission discussed Economic Development within the county.
The Commission had made an appointment to meet with Jim Hudson, to discuss chicken barns, in the county, but he did not appear.
At 10:50, the Commission met with Claudia Sands, of Lumen. She shared with the Commission that Lumen, Centurylink, and Embarq, had recently been purchased by Brightspeed. The transfer will be complete by October 1. She also shared that Brightspeed is committed to bring high speed fiber internet to Henry County. She requested a letter of support, from the Commission, as Brightspeed is currently applying for a portion of the $250M Missouri State grant for rural broadband. No decision was made.

At 9:03 a.m. Commissioner Stone brought the meeting to order.
The minutes from the Thursday, September 8th, 2022 meeting were read; Commissioner Fosnow made a motion to approve the minutes. Commissioner Lawler seconded the motion, motion carried.
Expenditures from the following were approved to be paid: Law Enforcement Fund, Buildings and Grounds, Emergency Management, Sheriff’s Civil Fund, Sheriff’s Revolving Fund, Inmate Security Fund
Jim Stone left at 9:30 a.m. to attend a Workforce Development Meeting in Sedalia.
The Commission had discussion on county CART Rock disbursements. Both Windsor Special Road District and Clinton County Club Special Road Districts have requested to receive their allotment without complying with the county CART contract. Windsor Special has stated that they do not need to provide documentation or comply with the contract in order to receive county CART funding. Clerk Rick provided copies of the relevant Missouri Constitution provisions and Missouri State Statues that give the County Commission sole authority on how to administer county CART funds (Missouri Constitution Sec 30(a)(1) and RSMo 231.441 respectively).
