On April 15, 2025 The Clinton City Council held their regularly scheduled meeting. In attendance was Gary Mount, Stacia Wilson, Greg Shannon, Roger House, Christy Maggi, Carla Moberly, Wendy Seaton, Adam Sommer, Cameron Jackson, Austin Jones, and Gene Henry.
Correction from the last city council meeting report, the request for a “council members report” was not denied, it was withdrawn by Gary Mount.
Proceeding with the city council meeting on April 15, beginning with personal appearances was Becky Gregory representing Share and Care. They work with adults and children with developmental disabilities. They are looking to build a new office facility and training center at 20 N. Price Ln. in Clinton, Missouri. It’s going from agriculture to commercial, they were just there to advocate for it.
Next up was Joel Long from the airport. He was there to let the people know that after many months, there will be a ribbon cutting ceremony at the airport for the new terminal building on May 8 from 11 to 1.
Mark Dawson with Economic Development spoke on three new projects; beginning with project Phoenix, project Matt, and project Spreadsheet. He also spoke on project Houston, better known as Joe’s Italian, which has leased a restaurant location and they hope to be open by Memorial Day. Project Dodger has stopped, primarily because of not knowing what tariffs are going to do to their industry at this moment. However, project Phoenix has begun. The daycare committee is working extra hard to solve problems. Last weekend they also worked with State Fair Community College and the school district.
The Public Works Committee report; rezoning application for 820 North Price Ln: planning commission recommends approval 5.0.4. PWC recommends approval 2-0. Bill number 2025–02 – an ordinance approving the resigning of land in Clinton, Missouri from A – 1 agriculture royal residential to C – O office. This was approved.
Moving on to Street Department, citywide cleanup options...It is recommended doing a free fee week for city residence, The motion was approved. Update on street cuts; reviewed list of cuts for HCWC. TJ in contact with all permit holders to get cuts repaired this was information only.
Next on the agenda; the Isuzu truck is on track for a June delivery. Park and Recreation; report on lightning strike at community center complex, the information was submitted to insurance. Adjuster will be in contact with staff; Aquatic center roof project, they have requested a ACSE 7 compliance confirmation. Antioch Park urban Trail, waiting on MDC approval of signs. Cap on culvert is completed, parking lot stripping is to be done. Finance committee report; for the Clinton regional Airport, security cameras bids were discussed the recommendation was to go with Hudson the motion was accepted. Airport reviews on Foreflight very favorable reviews for the airport. Animal Shelter concerns, the committee did not take any action on this at this time. City administrators report; the Department of conservation approved the signs. The land around the waste water plant with the corps of Engineers, the corps of Engineers got their final approval through their various ranks.
Next was unfinished business; demolition bids for 402 E. Jefferson and 411 E. Oak beds are due at 11 AM, on Monday, April 14. The bed will be provided to the council after the bid opening. There was a motion to accept a bid of $19,000, the motion was accepted.
Resolution number 05–2025–A resolution of the city Council of Clinton Missouri, approving an agreement between the City of Clinton and Schultz wrecking. Motion was approved.
Garber task order two – construction inspection services for WWTP improvement project, resolution number 06–2025-A resolution of the city Council of Clinton, Missouri approving task order number two between the city of Clinton and GARBER, LLC.
Missouri Blue Shield program, resolution number 07 –2025-A resolution of the city of Clinton, Missouri approving an application to the Missouri Blue Shield program motion was passed.
Aquatic center roof project resolution number 08 –2025-A a resolution of the city of Clinton, Missouri approving an agreement between the city of Clinton and red Hammer roof Group, LLC for a roofing project. Motion was approved.
Certify April 8, 2025 election results. Resolution number 04-2025-A a resolution accepting the certified returns of the County Clerk for the general municipal city election held April 8, 2025. Motion was approved.
The city clerk read the oath of office, newly elected officials: Stacia Wilson, Roger M. House, Robert Hills, Austin Jones.
