Initial appearances have been scheduled in Henry County Circuit Court after an investigation into the misuse of Windsor city-issued fuel cards.
Records state Robert Allen Duckworth, Lance Stewart Tucker, and Amber Renai Miller are each charged with felony stealing $750 or more. All three are scheduled to appear at 9 a.m. Friday, April 10th in the Henry County Courthouse.
A fourth individual, Elizabeth Anne Duckworth, who is the wife of Robert Allen Duckworth, has also been charged in the case. As of press time, she had not yet received a court date.
The Henry County Sheriff’s Office requested the Bates County Sheriff’s Office conduct an independent investigation on October 17th, 2025, into potential misuse of city credit cards or charge accounts by employees of the City of Windsor. The investigation was conducted by Bates County Detective Jeremy Davis.
The investigation began after a Windsor alderman was reportedly told by a citizen on October 7th, 2025, that a city employee had been giving a city-issued MFA Oil fuel card to another person to purchase fuel. The alderman reportedly began conducting an internal review and gathered some transaction records.
Detectives later obtained MFA Oil fuel card records covering the period from January 2025 through October 2025 as part of the investigation. The Windsor city administrator told investigators that each city fuel card requires an individual PIN number to access the account.
Investigators allege Lance Stewart Tucker is accused of using city fuel cards to purchase about 924.79 gallons of fuel totaling $2,516.09 and is also accused of allowing his daughter, Amber Renai Miller, to use the card to fuel her personal vehicle for approximately 920.49 gallons of unleaded gasoline totaling $2,667.60. Robert Allen Duckworth is accused of using city fuel cards to purchase approximately 339 gallons of diesel and unleaded fuel totaling $1,012.41 and is also accused of allowing another person to use the card. It is also alleged that Elizabeth Anne Duckworth used city fuel cards to fuel a personal vehicle. Investigators state records show she used approximately 730.6 gallons of unleaded gasoline totaling $2,130.95.
Investigators attempted to contact Elizabeth Duckworth by phone on December 9th but had not received a return call as of December 15th.
The documents also state that when investigators contacted several of the individuals during the investigation in December, they indicated they wished to speak with an attorney before making statements.
The April 10th hearing will serve as the defendants’ initial appearance, where they will be formally advised of the charges and the court will determine the next steps in the case.
