The Henry County Commission met pursuant to adjournment at the courthouse in Clinton, Missouri.
Those members present were: Rick Fosnow-North District Commissioner, Dale Lawler-South District Commissioner, Rick Watson-County Clerk
Absent: Jim Stone-Presiding Commissioner
At 9:02 a.m. Commissioner Fosnow brought the meeting to order.
The minutes from the Tuesday, June 21st, 2022 meeting were read; Commissioner Lawler made a motion to approve the minutes. Commissioner Fosnow seconded the motion, motion carried.
Expenditures from the following were approved to be paid: Law Enforcement Fund (GR), Emergency Management, Inmate Security, Buildings and Grounds, Law Enforcement Fund, Assessor, General County Government, 27th Circuit Treatment Ct
Susan Jones Hard, of the University Extension, met with the Commission to share her appreciation for moving quickly to replace the HVAC system at the UE Office. She also shared that the office is working with the Clinton Schools and their FFA program. She has been busy working on transportation issues – roadways and sidewalks. She stated that she had just received notice that free health classes will soon be available to seniors.
Chuck Fields, of Digital Computer Works, shared with the Commission numerous cyber security related issues. He discussed disaster recovery remedies and preparedness best practices. He recommended that the county review its policies regarding personal use on the computers and create firewalls against any unapproved websites. The Commission asked that he get pricing estimates in order to make any changes.
Bill Collins and Joe Hedrick met with the Commission to discuss the Tightwad Fire District sales tax ballot question. Clerk Rick explained how the levy would be affected should a sales tax pass. Also discussed was the Village of Tightwads ARPA funding.
Dennis Bowers, Road and Bridge, shared that beams have been installed on the NE 1150 Rd bridge. He hopes to be complete soon. The 4 -10 hour work day, for the road and bridge crew, has been working well. Dennis shared that need to bid out culverts.
There was discussion regarding the water gaps welded on the 3 county bridges. Prosecutor Shields has given permission to the representing attorney to communicate directly with the Commissioners.

The group discussed obtaining concrete barriers to be used on the Windsor road and bridge property during the reconstruction of the Hwy 52 overpass bridge. Dennis shared that the Septemberfest Committee has barriers that can be used after their event.
The group discussed notice from Modot of the closure of 18 Hwy over Fields Creek.
There was discussion regarding the damage to the SE 271 Rd bridge. Dennis Davis, of Bethlehem Township stated that the road grader did not cause the damage.
The Commission reviewed solicited bids for the replacement of the HVAC system at the University Extension Office. These bids were solicited, via telephone notification, due to the emergency of needing to keep the office cool during the current excessive heat. The four bids received were from Helms for $7,500.00; Logan’s for $7,200.00; Sherman’s Heating and Cooling for $7,750.00; and Perfomance Heating and Cooling for $8,795.00 plus $300.00 to install it tomorrow. After discussion, Commissioner Lawler made the motion to accept the bid from Helms for $7,500.00, as it has a 5 year warranty, Logan’s shared that it had a 1 year warranty. Commissioner Fosnow seconded the motion. The motion passed with a roll call vote of Lawler – yes, Fosnow – yes, and Stone – absent.
Within the hour, Logan’s called the Commission to explain the commercial units only have a 1 year warranty, but residential units come with a 10 year warranty. The Commission shared that they had already made the decision and had called Helm’s to order the equipment.
The Commission discussed the vacancy to the Henry County Health Board. No decision was made.

June 28
The Henry County Commission met pursuant to adjournment at the courthouse in Clinton, Missouri.

At 8:58 a.m. Commissioner Stone brought the meeting to order.
The minutes from the Thursday, June 23rd, 2022 meeting were read; Commissioner Fosnow made a motion to approve the minutes. Commissioner Lawler seconded the motion, motion carried.
Expenditures from the following were approved to be paid: County Payroll, Assessor, Juvenile Office, 27th Circuit Treatment Court, Victim Advocate, General County Government, Law Enforcement Fund, Buildings and Grounds, Prosecuting Attorney, Road and Bridge, County Clerk
At 9:30, the Commission met with Jason Dewold, of McClure Engineering for a solicitation.
Clerk Rick presented an ARPA Fund budget proposal for the remainder of the year.
Dennis Bowers, Road and Bridge, met with the Commission to discuss a MoDot project at the intersection of NE 300 & V Hwy, in Springfield Township. The adjacent property owner is moving a driveway, from V Hwy to NE 300 Rd. Modot is installing a culvert onto NE 300 Rd, which the township does not approve of. Dennis explained to the township that MoDot is doing all the work, not the county.
The group discussed SE 271 Rd, in Bethlehem Township, as the bridge is closed. He hopes to get it replaced with a 36” culvert by the end of next week.
There was discussion regarding bidding out culverts. There was much discussion regarding the BRO program and ARPA Funding.
Assessor Scott Largent was asked to discuss a proposal from Midland GIS Solutions to upgrade the current GIS software of the county. It was recommended and a call made to Matt Sorenson, of Midland GIS Solutions, to come in to visit about the proposal and what the new software can provide.
The group discussed the Health Board vacancy, no decision was made.

June 30

At 9:35, Matt Sorenson, of Midland GIS Solutions, met with the Commission to share of some the benefits and return on investment that upgrading the software can provide.
Dennis Bowers, of the Road and Bridge, met with the Commission. Commissioner Lawler shared information on the SW 1401 Rd in Mt Hope Special Road District. The group discussed bidding out for a culvert purchase, and the various sizes needed. The Commission agreed to bid
out for culverts.
Dennis shared that the NE 1150 Rd bridge, in Tebo Township, will be completed next week. The group discussed whether or not to submit this bridge project for soft match credit. After discussion, the Commission decided to not submit for soft match credit, due to the current soft
match balance. Also decided was to reimburse the county for the costs of this rebuild from the county’s ARPA fund.
Dennis shared of repair work needed on some equipment.
At 10:20, Jarrod Campbell, of Osage Valley Electric COOP met with the Commission. Jarrod submitted an agreement for use of $500,000.00 of the county’s ARPA Funds for their Rural Broadband build. He also shared of the progress of construction of the build.
The Commission reviewed and signed the 2022 – 2023 Deputy Supplemental Salary Grant.
At 10:45, the Commission conducted a bid opening for a remodel project at the courthouse to include remodels to the Commissioner’s office, 1 st floor restrooms, and hallways. There were 2 bids received. The first, from Westport Construction, was for $182,235.00, with an additional bid of $24,090.00 to remove the existing HVAC equipment. The second was from Kustom Kat Contractors LLC, which shared their appreciation for the opportunity, but would be unable to put in a bid due to their committed contracts. Clerk Rick suggested that county employees do as much of the work themselves, and possibly rebid any remaining part of the project. After much discussion, the Commission decided to table any decision.
David (Lee) Plumlee, Clinton Chamber, met with the Commission to discuss some Olde Glory Days details and changes.
The group discussed ARPA funding for various county projects and purchases. There was much discussion regarding an amended budget for the General Revenue, Law Enforcement Fund, and ARPA Fund.
Commissioner Fosnow shared of a Quad Lakes Solid Waste District meeting he had attended.

July 5

An abstract of fees collected by the Recorder of Deeds for the month of June was reviewed and approved.
The Commissioners called Hans Morris, of Urich, to discuss serving on the Henry County Health Board.
Dennis Bowers, Road and Bridge, provided a culvert need list to be bid out. He shared that the department has set up gas service with American Welding Gas, of Kansas City. The guardrails for the NE 1150 Rd bridge are getting installed today. That will conclude the construction of the bridge. He plans on the NE 311 bridge to be the next bridge to be replaced.
The Commission received a call from Ken Berra, of FISHER, PATTERSON, SAYLER & SMITH, LLP, to discuss the Lane Pansuk case.
The group discussed which bridges to pursue, after the NE 311 Bridge is complete. There was also discussion regarding each county of the state getting to complete 1 bridge due to the state’s receipt of Infrastructure Bill funds. Also discussed was the SW 351 Rd Bridge. It was removed in 2019 and replaced with 2 -5’ fiber glass culverts.
Dennis shared that the JD 7130 tractor’s arm mower needs to have a pump and spindle replaced, estimated to cost about $4200.00.
Dan Wallace, from the Olde Glory Days Committee, visited with the Commissioners.
The Commission called Jerry Gilbert, to discuss changes in assessed valuations to land after a windmill had been installed. Jerry shared that he would need to return a call with the information, after doing some research.
